Application Guidelines for School Bus Rental Subsidy

Important Notes

The School Bus Rental Subsidy is subject to an overall funding limit, and all applications will be processed on a "first-registered, first-served" basis. To be eligible, schools wishing to apply for the subsidy must sign in their account on the event website (https://innocarnival.hk/) prior to their visit, complete the "Registration Form for Group Visit/School Bus Rental Subsidy" and receive an email notification confirming their registration status ("Preliminary Approval" or "Waiting List"). Applications from schools that have not submitted the "Registration Form for Group Visit/School Bus Rental Subsidy" online will not be accepted.
If the volume of applications is high and the total preliminary approved amount reaches the total funding limit, the school's application will be placed on the "Waiting List" (the priority order on the waiting list will be determined by the system timestamp upon successful online submission of the registration form). Whether the waitlisted application is successful depends on the forfeiture status of schools with 'Preliminary Approval' after the event. Therefore, email notification of whether a waiting-list application is successful will be sent in December 2026 at the earliest. Schools are advised to evaluate their own financial risks of renting a coach before receiving "Preliminary Approval" for the subsidy.

1. Eligibility

1.1 Applicable only to local Primary, Secondary and Special Schools.

1.2 The visit date must fall within the period between 24 October 2026 and 1 November 2026.

1.3 The subsidy is calculated on a per-school bus basis. Each bus must accommodate at least 30 students excluding teachers, parents, volunteers, etc. (If the actual number of students attending on the day of the visit is fewer than 30, the school's application will be cancelled.)

1.4 Prior to the visit, schools must sign in their account (Type B: Schools/Groups/Charities) on the event website (https://innocarnival.hk/) and successfully submit the online "Registration Form for Group Visit/School Bus Rental Subsidy". Schools will receive an email notification confirming their registration status:

Preliminary Approval: The school’s registration has been conditionally approved. After visiting the event, the school must submit the application form and relevant supporting documents between 2 November and 30 November 2026 (please refer to Section 3 for details); or
Waiting List: Due to a high volume of registrations reaching the total funding limit, the school’s registration will be placed on the "Waiting List". Waiting-list applications will be notified of their final status in December 2026 at the earliest. Schools receiving a "Preliminary Approved (Waitlisted Application)" email must submit the application form and required documents on or before the specified date (please refer to Section 3 for details).

1.5 When completing the "Registration Form for Group Visit/School Bus Rental Subsidy", schools may apply for school bus subsidies for more than one day (applicable only to schools visiting on multiple days), or for more than one school bus (applicable only to visits on the same day with each school bus carrying 30 students or more). Please note that final approved and reimbursed subsidy amount is subject to the following caps:

Number of School Bus: Must not exceed the number of school buses specified in the "Preliminary Approval" or "Preliminary Approved (Waitlisted Application)" email; and
Total Subsidy Amount: Must not exceed the total subsidy amount specified in the "Preliminary Approval" or "Preliminary Approved (Waitlisted Application)" email.

2. Subsidy Principle

2.1 The subsidy amount is categorized according to the distance between the school's location and Hong Kong Science Park.

2.2 Schools may choose to apply for a one-way or round-trip subsidy.

2.3 The maximum subsidy amounts for eligible buses are as follows (calculated based on each bus carrying at least 30 students):

* Regardless of whether the same vehicle is used for both outward and return trips, the journey will be calculated as "one round trip", rather than on a per-trip/leg basis.

2.4 The total subsidy amount for each approved school (calculated per school bus) shall be determined based on either the maximum subsidy limit per school bus specified in the table above (depending on the school's location) or the actual school bus fare paid, whichever is lower.

Example:

A school in Tsuen Wan rents 3 round-trip school buses for 90 students to visit InnoCarnival 2026 at Hong Kong Science Park (30 students per school bus, excluding teachers, parents, volunteers etc.) could apply for a subsidy up to HK$3,600 (HK$1,200 x 3 school buses = HK$3,600).

If this school only rents 2 round-trip school buses for 90 students (i.e. 45 students per school bus), a maximum subsidy of HK$2,400 could be applied (HK$1,200 x 2 school buses = HK$2,400).

If the actual rent of each school bus is lower than the upper limit, the exact amount will be reimbursed.

3. Application Procedure

3.1 Please refer to the timeline below for key application steps and deadlines:

(Applications from schools that have not submitted the "Registration Form for Group Visit/School Bus Rental Subsidy" online will not be accepted.)
After the visit	Schools holding a “Preliminary Approval” email	Schools must submit the physical application form and required documents between 2-30 November 2026 (Please refer to Section 3.2 below for details). Late submissions will be deemed as forfeiture, and the allocated subsidy will be reallocated to schools on the waiting list. (Note: Please do not submit the documents on the day of the visit.)
After the visit	Schools holding a “Waiting List” email	Depending on the forfeiture status of schools with 'Preliminary Approval' after the event, waitlisted schools will receive notification of their final status in December 2026. Schools receiving a "Preliminary Approved (Waitlisted Application)" email must submit the physical application form and required documents on or before 31 December 2026 (Please refer to Section 3.2 below for details). (Note: Schools on waiting list are advised to request and safely retain the original school bus rental receipt from the service provider during November. Please do not submit it to the address listed in Section 3.3 until final status notification email is sent in December, schools should proceed in accordance with the instructions provided.)

3.2 Schools issued with "Preliminary Approval" or a "Preliminary Approved (Waitlisted Application)" must submit the following documents during the specified period in the table above:

a) The completed original "School Bus Rental Subsidy Application Form" stamped with the school chop

b) The original receipt issued by the service provider (photocopies and electronic versions will not be accepted)

c) The original invoice issued by the service provider (applicable if the original receipt bears an invoice number; photocopies and electronic versions will not be accepted)

d) Student Bus Roster

3.3 Application form and required documents must be delivered in person by a school representative during office hours between 2 - 30 November 2026 to the address below:

Note: The Hong Kong Federation of Youth Groups is not liable for any lost or delayed application documents submitted via courier or postal services (registered or ordinary post) that may affect subsidy approval.

4. Notification of Approval

4.1 Upon receiving the application forms and supporting documents submitted by schools in November, The Hong Kong Federation of Youth Groups will normally require three months for processing under standard circumstances. Any incomplete documentation or missing information will delay the process or lead to non-acceptance of the application.

4.2 Once the subsidy application is verified and approved, the subsidy will be disbursed via bank transfer. Alternatively, schools may choose to receive a cheque mailed directly to the school address to process internally. (The Hong Kong Federation of Youth Groups is not responsible for lost mail and will not arrange for a replacement.)

4.3 The Hong Kong Federation of Youth Groups will notify schools of their application results via email. Teacher-in-charge is urged to check their emails frequently.
